In order to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, implement the requirements of the Outline for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area ("GBA"), further promote financial openness and innovation, deepen the financial cooperation between the Mainland China and Hong Kong and Macao, enhance financial support for the development of the GBA, and enhance the supporting and leading role of the GBA in China's economic development and opening -up, the following opinions are hereby put forward with the approval of the State Council.
