Opening measures

（1）Qualified foreign-funded financial institutions are allowed to set up foreign banks, and qualified private capital and foreign-funded financial institutions are allowed to jointly set up Chinese foreign joint venture banks. When the conditions are met, the pilot bank with limited license shall be set up in the experimental area in due time.

（2）On the premise of improving the relevant management measures and strengthening effective supervision, the qualified Chinese funded banks in the pilot zone are allowed to set up offshore business.

2. Professional health insurance (national economic industry classification: J financial industry – 6812 health and accident insurance)

Opening measures

Pilot the establishment of foreign-funded professional health insurance institutions.

3. Financial leasing (national economic industry classification: J financial industry – 6631 financial leasing services)

Opening measures

（1）The single unit and single ship subsidiaries set up by the financial leasing company in the experimental zone are not subject to the minimum registered capital limit.

（2）Financial leasing companies are allowed to engage in commercial factoring related to their main business.

Opening measures

（1）In order to relax the restrictions on the proportion of foreign capital shares in international shipping enterprises with Chinese foreign equity or Chinese foreign cooperation, the competent department of transport under the State Council shall formulate relevant Tentative Measures for administration.
（2）Non five star flag vessels owned or controlled by Chinese companies are allowed to test the coastal carrying business of foreign trade import and export containers between domestic coastal ports and Shanghai ports.

5. International Ship Management (national economy industry classification: G transportation, storage and postal industry – – 5539 other auxiliary services for water transportation)

Opening measures

The establishment of wholly foreign-owned international ship management enterprises is allowed.

Opening measures

On the premise of ensuring the security of network information, foreign-funded enterprises are allowed to operate some value-added telecommunication services in specific forms. If it involves breaking through administrative regulations, the approval of the State Council is required.

7. Sales and service of game machines and amusement machines (national economy industry classification: F wholesale and retail industry – – 5179 wholesale of other machinery and electronic goods)

Opening measures

Foreign funded enterprises are allowed to engage in the production and sales of game and entertainment equipment, and the game and entertainment equipment that has passed the content examination of the competent culture department can be sold to the domestic market.

Opening measures

To explore ways and mechanisms for closer business cooperation between Chinese law firms and foreign law firms (Hong Kong, Macao and Taiwan).

9. Credit investigation (national economic industry classification: l leasing and business services – – 7295 credit services)

Opening measures

Foreign investment credit investigation companies are allowed to be set up.

10. Travel Agency (national economic industry classification: l leasing and business services – – 7271 travel agency services)

Opening measures

Qualified Sino foreign joint venture travel agencies registered in the pilot area are allowed to engage in outbound tourism business except for Taiwan.

11. Talent intermediary service (national economy industry classification: l leasing and business service industry – – 7262 professional intermediary service)

Opening measures

（1）It is allowed to set up Chinese foreign joint venture talent intermediary agencies, and the foreign joint venture can own no more than 70% of the equity; Hong Kong and Macao service providers are allowed to set up wholly-owned talent intermediary agencies.

（2）The minimum registered capital requirement of foreign talent agencies has been reduced from US $300000 to US $125000.

12. Investment management (national economy industry classification: l leasing and business service industry - 7211 enterprise headquarters management)

Opening measures

It is allowed to establish joint-stock foreign investment companies.

13. Engineering design (national economic industry classification: m scientific research and technical service enterprise - 7482 engineering survey and Design)

Opening measures

For the foreign-funded engineering design (excluding engineering survey) enterprises providing services for Shanghai in the pilot area, the performance requirements for the investors in engineering design when applying for qualification for the first time shall be cancelled.

14. Construction services (national economic industry classification: e construction industry – – 47 housing construction industry, 48 civil engineering construction industry, 49 construction and installation industry, 50 building decoration and other construction industry)

Opening measures

When a wholly foreign-owned construction enterprise in the experimental zone undertakes a Sino foreign joint construction project in Shanghai, it is not subject to the restriction on the proportion of Chinese and foreign investment in the construction project.

Opening measures

The establishment of wholly foreign-owned brokerage agencies in Shanghai shall be abolished.

16. Entertainment places (national economy industry classification: R culture, sports and entertainment industry - 8911 dance hall entertainment activities)

Opening measures

Allowed to set up wholly foreign-owned entertainment places to provide services in the pilot area.

Opening measures

（1）Allowed to set up Sino foreign cooperative educational training institutions.
（2）Allowed to set up Sino foreign cooperative business vocational skill training institutions.

18. Medical service (national economic industry classification: Q health and social work - 8311 general hospital, 8315 specialized hospital, 8330 outpatient department)

Opening measures

The establishment of wholly foreign-owned medical institutions is allowed.
