14. Support enterprises to carry out staff training

b) Subsidies can be given to enterprises to absorb key groups such as laid-off workers, rural labor, transferred workers and people with employment difficulties to carry out training according to regulations.


15. Reduce the labor burden of enterprises

15.    

a) From February, the payment part of basic endowment insurance, unemployment insurance and work-related injury insurance of small and medium-sized enterprises can be exempted in stages (no more than 5 months), and the payment part of basic medical insurance units for employees can be reduced periodically (no more than 5 months). For the insured enterprises that do not lay off or reduce the number of layoffs, part of the unemployment insurance premiums actually paid in the previous year may be refunded in accordance with regulations.

b) Enterprises with serious difficulties in production and operation affected by the COVID-19 can apply for deferring the payment of social insurance premium and housing accumulation fund (in principle, no more than 6 months).
