a) To promote Internet platform services for small and medium-sized enterprises, actively implement online office, video conference, remote collaboration and digital management, and encourage Internet companies to provide preferential office services for small and medium-sized enterprises.

b) Support small and medium-sized enterprises in industrial clusters to make up for the lack of resources and capabilities of individual enterprises through network collaboration, integrate decentralized manufacturing capabilities through collaborative manufacturing platform, and realize technology, capacity and order sharing.


17. Support enterprises to improve the level of intelligent manufacturing.

a) Guide large enterprises and professional service institutions to launch cloud manufacturing platform and cloud service platform for small and medium-sized enterprises, and develop products, solutions and toolkits suitable for the intelligent manufacturing needs of small and medium-sized enterprises.

b) Guide small and medium-sized enterprises with foundation and conditions to accelerate the intelligent transformation of production lines, and promote the deployment and application of low-cost and modular intelligent manufacturing equipment and systems in small and medium-sized enterprises.


18. Support small and medium-sized enterprises to accelerate transformation and development.

a) Support small and medium-sized enterprises to take the development path of "specialization and innovation", form a gradient cultivation system, and cultivate a number of "small giants" enterprises and single champion enterprises.

b) Support the innovative development of large and medium-sized enterprises. We should give full play to the role of state-owned enterprises and leading enterprises in the industry chain, and promote small and medium-sized enterprises in the industrial chain to carry out epidemic prevention and control, production recovery and collaborative innovation.


19. Actively cultivate and strengthen emerging industries

c) Appropriate subsidies can be given to small and medium-sized enterprises to participate in overseas exhibitions, and export credit insurance premium subsidies can be increased.

d) Guide financial institutions to increase foreign trade credit and implement policies such as delayed loan repayment of principal and interest. Small, medium and micro foreign trade enterprises that are greatly affected by the COVID-19 and have good prospects can negotiate for further extension.


25. Speed up the examination and approval process of export filing enterprises and reduce the time of quarantine examination and approval.

25. Optimize pre export supervision, provide convenient certification services, and issue quarantine certificates, processing certificates, certificates of origin and health certificates of export goods.


26. Speed up the inspection and release of imported production equipment and raw materials.
